I think Dino is right. "0" tolerance has no teeth if you don't take away the precursors of the violence alcohol being one of the worst.
If you even start to go after a bunch of rowdy drunks to begin with you most certainly will have trouble. Get the booze out of the picture first. And NR take note that Russia is taking steps to solve this problem. It does take time though.
Oh come on, get real "Non-Russian". I think you will find that the majority of problems you have at matches are "ALCOHOL" related! Have a "0" for alcohol and the racism will take care of its self. The phrase get Drunk.get Stupid is at the heart of the problem!
The best way to fight racism in football; is to adopt a “zero tolerance” policy. That means no racist chanting and no racist banners. Fining clubs and supporters who fall foul of the law. Nevertheless racism in football only reflects the racism that exists in society. In that, Russia is not alone. When west European teams from England, France, Holland travel to Eastern Europe, their black players are frequently subjected to racist abuses and insults. It is especially prevalent in places like Serbia.
Nevertheless racism and fascism seems to be a pandemic in Russia these days. Murders and assaults on African and Asian students are common place, not to mention the persecution of “dark” people from the Caucasus. What is truly deplorable is the flippant and contemptuous attitude of the Russian authorities, the Russian police and judiciary. The Russian authorities simply don’t care that black people are being murdered and assaulted.
