The most suitable club for him would be Arsenal in my opinion. Under Wenger he could improve a lot. It would be efficient for him to come in January, to get used to Premier league level. With so many players injured (Fabregas, Rosicky, Wallcot) he can start immediately to play important games in Premier league ( to qualify to next year of Champions league ). After Fabregas is out, I think Wenger will be forced to splash the cash for him.
He should look at the past and decide which Russian players succeeded most in which league. Then he can make the right decision. The best for him at the moment is the Spanish League.
Andrey Arshavin would grace any team he played for: I'd like to see him come to my club Arsenal but we wouldn't be willing to pay the asking price for him. It is interesting to see that Zenit is losing so many of its players: in my opinion, not only did their fans disgrace themselves with their Yashin banner, they also disgrace themselves with their alleged refusal to allow their club to sign coloured players. If this situation persists, I feel UEFA should launch an investigation, because it is pointless having an anti-racism campaign if you turn a blind eye to one of Europe's top clubs adopting such a position.

And very welcome at Arsenal he is, too!
