to whistlejacket: I completely agree that the Russia and the United States need to form closer ties but i sincerely doubt that the People of the United States will view Obama as a strong leader. He is incompetent as president and was only voted into office because of the idealists who were suckered in by his completely unrealistic beliefs on how the world works and it is about time that Americans are starting to realize how incompetent he really is. Maybe the next president will have more than a single cell for a brain.
To Ali: while the CIA has had ties to terrorists in the past I do not believe that they would be so stupid as to assist terrorists in aquiring a nuclear bomb as America would be either the number 1 or 2 target on the terrorist's list of targets.

Mr. Allison is well known for his anti-nuclear weapons stance. This is not a new idea of his that nuclear attack by terrorists is likely to happen within next few years. As a matter of fact, he has been predicting a nuclear attack for some time now. He has also in many of his articles advocated US - Russia cooperation regarding nuclear weapons, and it is great to see that he is making headlines. Certainly, future of nuclear non-proliferation will depend on choices Russia and US make, and I agree with Mr. Allison that they should cooperate in this aspect. However, implementing solutions may be a difficult process, especially in regards to states such as North Korea or Iran, who may choose to ignore Russia and US altogether. Would Russia and US go down to zero nuclear weapons if North Korea remained a threat? I certainly hope that cooperation between United States and Russia would not entail solutions such as 'Iraq quest for weapons of mass destruction', as these quests may prove to be more destabilizing and problematic than the risk of nuclear weapon being developed by a terrorist group.
Russia and the US have at this time an opportunity to accept their role in world affairs. That role for both nations is one of cooperation rather than one of confrontation. Mr. Obama and Mr. Medvedev can show the world that the cold war is indeed over, as they progress and communicate together with a common purpose. If the people of the United States can view Obama as a strong leader even though he moves closer to work with Russia then he will be successful. Mr Medvedev and Russia will also have the same challenge as Obama and hopefully the same success. Both leaders must unite together and bring both nations to fully understand what cooperation looks like without the fears of the past. There is much to say about Russia and US forgein policies and how these policies can work together. It is quite possible that these two men will bring about a new set of policies that will be inclusive of both nations, in fact it may be imperative. As a Canadian citizen it is my view that Russia has been waiting for a US president that has the courage and the ability to view Russia as a friendly nation and to act upon that view in such a way that the rest of the world can begin to move forward and confront all world threats. These two men will have to face the fears of the past and the present. They will have to not just unite, but also trust, and that challenge will begin at home.
